The only surah without Basmala scholars say because it is a continuation of Al-Anfāl, or because it opens with a declaration of disavowal (barāʾah) not suitable for mercy's formula. Ibn Kathīr covers: the jizyah ruling, the hypocrites of Madīnah, the Battle of Tabūk, the cave of the migration, and the greatest tawbah verse.

Key Themes from Ibn Kathīr
Barāʾah Disavowal of treaties (9:1–15): Four months were given to the polytheists to either enter Islam or face war. This ended the era of open polytheism in the Arabian Peninsula. Ibn Kathīr: this ruling applies specifically to the Arabian Peninsula not to all lands and all times.
Jizyah (9:29): Fight those among the People of the Book who do not believe in Allah and the Last Day until they pay the jizyah from a position of submission. Ibn Kathīr: jizyah is a tax in exchange for protection and freedom to practice their religion within the Islamic state.
The Cave (9:40): "If you do not aid him, Allah has already aided him when the disbelievers drove him out, the second of two, when they were in the cave, and he said to his companion: Do not grieve; indeed Allah is with us." Abū Bakr ؓ and the Prophet ﷺ in the Hijra. Ibn Kathīr uses this to establish the virtues of Abū Bakr ؓ.
- The repentance of the three (9:118–119): Kaʿb ibn Mālik, Murārah ibn al-Rabīʿ, and Hilāl ibn Umayyah ؓ who stayed behind from Tabūk then were boycotted for fifty days until Allah accepted their repentance. The most detailed tawbah account in the Qurʾān.
- The hypocrites exposed (9:64–68): Their mockery of the Prophet ﷺ while claiming it was jest. Their false oaths. Their failure to spend or fight. Ibn Kathīr: At-Tawbah stripped the hypocrites of every disguise hence its other name, Al-Fāḍiḥah (the Exposer).
- Masjid al-Ḍirār (9:107–110): The mosque built by the hypocrites to cause harm, sow division, and provide a base for the enemies of Allah the Prophet ﷺ was commanded to never stand in it. It was burned and demolished.
- The best of the generation (9:100): The Muhājirūn and the Anṣār who preceded, and those who followed them in goodness Allah is pleased with them and they with Him. Ibn Kathīr: this verse is the Qurʾānic endorsement of the Companions and their followers.
- Indeed Allah has purchased (9:111): Allah has purchased from the believers their souls and their wealth in exchange for Paradise they fight in His cause, kill and are killed. A true promise. Ibn Kathīr calls this the best commercial transaction ever made.
